Upgrades began back in 2021 and were expected to be completed late last year, but weather delays and supply shortages caused things to be pushed back.
The $28.4 million improvement project was designed to extend the tunnel by 20 feet and enhance safety — all to construct a new, larger pedestrian plaza above it.
