The death of George Floyd in Minneapolis brought the civilian panel back into focus. Miami-Dade Mayor Carlos Gimenez vetoed a previous proposal for the panel in July, urging commissioners to approve a modified plan that would prevent county employees and elected officials from being subpoenaed. The Panel is a critical first step to creating trust, oversight, and transparency between law enforcement and the community, Commissioner Daniella Levine Cava said in a statement. Todays decision is a victory for the coalition of thousands of advocates who worked for so long to ensure the Independent Civilian Panel was restored.

Miami-Dade Mayor Carlos Giminez, citing economic impacts and other incentives, vetoed the piece of legislation in early November. Unfortunately for Jordan, and opponents such as Miami Gardens Mayor Oliver Gilbert, the commission fell one vote shy of overturning the veto.

The meetings come in the wake of Friday's veto of an Oct. 29 county resolution that would change the process to close roads for racing near residential neighborhoods. In his Friday message about the veto of the resolution, the mayor stated that "this legislation would prohibit the Formula One race in its current configuration from taking place in Miami Gardens." If the veto is overridden, then, actually, that resolution says that street racing is prohibited in Miami Gardens. An Office of the Mayor communications spokesperson said it would require a two-thirds vote by commissioners to override a mayoral veto.
