It was his second arrest since May 23, when he was accused of pointing a gun at passing vehicles at the corner of Southwest 104th Street and Hammocks Boulevard.

Police said Sullivan told the arresting officer that he didn't have a gun permit because it was too expensive.

Among the man's face tattoos are the words "Joker" stenciled across his forehead, next to a Batman logo with profanity scribbled within it.

Sullivan was booked into the Turner Guilford Knight Correctional Center. His bond was set at $1,000.
