N Korea says hypersonic missile tested to modernize weaponry

SEOUL ā€“ North Korea said Thursday it has successfully launched a hypersonic missile as part of efforts to modernize its strategic weapons systems, days after leader Kim Jong Un vowed to bolster his military forces despite pandemic-related difficulties.

Wednesdayā€™s test, the Northā€™s first known weapons tests in about two months, indicates that the country will press ahead with plans to build powerful, sophisticated missiles rather than returning to disarmament talks anytime soon.

The official Korean Central News Agency said the Central Committee of the ruling Workersā€™ Party expressed ā€œgreat satisfactionā€ at the results of the missile test observed by leading weapons officials.

Itā€™s the second known test-flight of a hypersonic missile since North Korea first tested such a weapon last September. It wasnā€™t immediately known if both are the exactly same type of hypersonic missile.

ā€œThe successive successes in the test launches in the hypersonic missile sector have strategic significance in that they hasten a task for modernizing strategic armed force of the state,ā€ a KCNA dispatch said. The word ā€œstrategicā€ implies the missile is being developed to deliver nuclear weapons.

Hypersonic weapons, which fly at speeds in excess of Mach 5, or five times the speed of sound, could pose crucial challenges to missile defense systems because of their speed and maneuverability. Itā€™s unclear whether and how soon North Korea could manufacture such a high-tech missile, but it was among a wish-list of sophisticated military assets that Kim disclosed early last year, along with a multi-warhead missile, spy satellites, solid-fueled long-range missiles and underwater-launched nuclear missiles.

The Northā€™s latest launch was first detected by its neighbors.

The U.S. military called it a ballistic missile launch that ā€œhighlights the destabilizing impact of (North Koreaā€™s) illicit weapons program.ā€ South Korea and Japan expressed concerns or regrets over the launch. U.N. Secretary-General Antonio Guterres reiterated that North Korea should resume talks with other countries.

A U.S.-led diplomacy on North Koreaā€™s nuclear program remains stalled since 2019 due to disputes over international sanctions on the North. The Biden administration has repeatedly called for resuming the nuclear diplomacy ā€œanywhere and at any timeā€ without preconditions, but North Korea has argued the U.S. must first withdraw its hostility against it before any talks can restart.

During last weekā€™s plenary meeting of the Central Committee of the ruling Workersā€™ Party, Kim repeated his vow to expand his countryā€™s military capabilities without publicly presenting any new positions on Washington and Seoul.

The Northā€™s advancing nuclear arsenal is the core of Kimā€™s rule, and heā€™s called it ā€œa powerful treasured swordā€ that thwarts potential U.S. aggressions. During his 10-year rule, heā€™s conducted an unusually large number of weapons tests to acquire an ability to launch nuclear strikes on the American mainland. But his countryā€™s economy has been faltering severely in the past two years due to the COVID-19 pandemic, the sanctions and his governmentā€™s own mismanagement.
