MIAMI-DADE COUNTY, Fla. – A 38-year-old domestic violence suspect with a long arrest record faced charges Monday after a pursuit involving Miami-Dade County Sheriff’s Office deputies and Florida Highway Patrol troopers.

Court records show some of Luis Ciuro’s legal trouble was related to his work towing cars. On Saturday, he was accused of driving a white Ford F-250 with “red and amber flashing lights” used as a tow truck.
A trooper reported Ciuro, a convicted felon who was born in Rio Piedra, Puerto Rico, was towing a black Ford Mustang along Krome Avenue and Southwest 224 Street, so he made a U-turn and attempted to stop him.
“The suspect noticed that I turned around and attempted to hide from me ... pulled into a hold driveway,” the trooper wrote, according to the report.
Ciuro, who was in prison for cocaine trafficking in Broward County, parked the F-250 and got out, leaving a pregnant woman in the front passenger seat, records show.
When the FHP trooper confronted him, he said he “was not driving,” and “took off running ... across multiple businesses, jumping fences” and prompted a search in the area, according to the trooper.
Records show the search for Ciuro also included deputies in a helicopter and deputized dogs. A farmer called 911 after finding the fugitive drinking a stolen beer, west of Krome Avenue, near 216 Street.
During the search, a Miami-Dade deputy reported learning that Ciuro had kidnapped the passenger in the truck and she was a domestic violence victim who a judge had ordered him to stay away from.
Miami-Dade Fire Rescue personnel responded after the crying woman, who had bruises on her arms, told the deputy that she was in pain and afraid, records show. FHP troopers questioned Ciuro and correctional deputies booked him on Saturday night.
Ciuro faced charges of fleeing and eluding police, attempted kidnapping, violation of a domestic violence injunction, and resisting arrest.
Ciuro had three warrant cases for charges including aggravated battery of a pregnant victim, drug and weapons, identification theft, and driving with a suspended license.
