Heidy Teressa Diaz-Torres, 25, is facing a felony child neglect charge.

According to an arrest report from the Hialeah Police Department, the women found the unclothed children, 1 and 3, wandering near Diaz-Torres’ home in the 700 block of West 37th Street at around 3:30 Tuesday afternoon.

The women told police that one of the children was able to tell them where they lived and the women walked them to their home.

When one of the women went to the house and knocked on the window to try to alert Diaz-Torres, she “shrugged and waved her off.”

“When approaching the residence, officers witnessed the children walk outside unsupervised and the mother was not in sight,” the report states. “Due to this, officers entered the residence believing the children could be in further danger. Upon entering the residence, (Diaz-Torres) was asked multiple times if she knew where her children were. She did not answer and stated (redacted).”

Diaz-Torres, police said, “appeared to be under the influence of an unknown substance.”

“Upon conducting a sweep of living conditions, (a detective) observed two pipes with residue of suspected methamphetamine in plain view,” the report states.

Police said they called the Florida Department of Children and Families, who came to the home.

As of Friday, Diaz-Torres was being held in the Turner Guilford Knight Correctional Center on a $2,500 bond.
