MIAMI-DADE COUNTY, Fla. – A 20-year-old man was high on marijuana, Oxycodone and codeine in 2024 when he slammed his Mercedes-Benz into a senior riding his bike on a northwest Miami-Dade residential street the day after Christmas, killing him, deputies said.

Deputies took the accused driver, Kerley Kevin Felix, into custody on vehicular homicide and DUI manslaughter charges Thursday in connection with the Dec. 26 crash.

An arrest report states that Felix, of North Miami, was speeding south along Northwest 116th Street, approaching 12th Avenue, in the unincorporated Pinewood area at around 7:30 p.m. when he drove his 2022 Mercedes-Benz E350 into the opposite lane of traffic and hit the cyclist, “propelling” him onto the hood of the luxury sedan.

Felix hit a tree, deputies said. The cyclist, identified as 75-year-old Lucious Dailey, ended up in the road.

Miami-Dade Fire Rescue medics took Dailey to Jackson Memorial Hospital’s Ryder Trauma Center, where he was pronounced dead about an hour after the wreck.

According to the report, investigators with what was then the Miami-Dade Police Department “detected a strong odor emanating from within the Mercedes, despite the vehicle doors being closed,” that was “consistent with that of marijuana.”

Authorities said Felix “denied consuming any alcoholic beverages or using any drugs.“

“However, during the interview, (he) exhibited multiple indicators of impairment, including slurred speech, delayed responses, a strong odor of marijuana on his person and visible confusion,” an investigator wrote in the report. “Additionally, several green leafy particles (consistent in appearance with marijuana) were observed on the front of (Felix’s) black T-shirt.”

Authorities said they later found “several green leafy particles on the driver’s side floorboard.”

Toxicology results would later reveal that Felix had high levels of marijuana metabolites, as well as Oxycodone and codeine, deputies said.

As of Friday, Felix was being held in the Turner Guilford Knight Correctional Center on a $15,000 bond.
