Miami police identified the suspect in an arrest report Thursday as Zachary Aaron Wolfe.
Officers responded to a disturbance at 1000 S. Miami Ave., where witnesses reported a man throwing French fries, kicking dirt and punching a dog, the report stated.
As officers approached, they said Wolfe ran north on South Miami Avenue before disappearing.
Authorities said they gathered witness statements and arranged for animal services to take the wounded dog, which had a small bruise on its head.
Moments later, they said Wolfe reappeared near the corner of South Miami Avenue and Southwest 10th Street before fleeing the scene again.
Authorities said three officers chased Wolfe on foot and eventually caught him behind a Burger King at the corner of South Miami Avenue and Southwest Eighth Street.
During the arrest, a witness told police that Wolfe had discarded a small plastic bag moments before being apprehended.
Police said the bag contained suspected cocaine.
Jail records show Wolfe is facing one count each of illegal possession of suspected crack cocaine, disorderly conduct, cruelty to an animal, and resisting officer without violence.
As of Thursday, he is being held on a $2,100 bond at the Turner Guilford Knight Correctional Center.
