MIAMI-DADE COUNTY, Fla. – A video circulating on social media showing a man who appeared to whip his dog with a leash in Brickell on Saturday has sparked widespread outrage, with many calling for authorities to investigate.
The cellphone video, released by Only in Dade, shows a man walking his dog near the 600 block of Southwest Seventh Street when the animal appears to be pulling back away from the man and sits down.
