An arrest report confirms that Tedrick Monds, 31, of Florida City, was arrested Sunday on charges of second-degree murder and possession of a firearm by a convicted felon.
According to police, the shooting occurred just after 8:30 p.m. on Nov. 18 in the area of 623 SW Eighth St. in Homestead.
Police said officers found one victim lying facedown in the swale.
The man, identified as 23-year-old Brendan Roger Francois, was pronounced dead at the scene by Miami-Dade Fire Rescue.
Police said the second victim -- a 16-year-old girl -- was found with a gunshot wound to the left wrist.
According to the report, a witness told detectives that he was sitting outside near where the shooting occurred and saw the victims walking west on West Lucy Street.
He said he then saw a man, later identified as Louis Edward Harris Jr., 27, quickly walking behind them, yelling āthatās my girl,ā before firing a single gunshot.
The witness then called 911.
Police said the surviving victim identified Monds and Harris via photographs.
According to the arrest report, surveillance video also placed Harris at the scene on the night of the shooting.
The arrest report states that prior to the shooting, both victims were leaving a convenience store in the area when Monds, who was sitting in the front passenger seat of a vehicle, called out to the teen.
Police said the teen walked over to Monds and got into an argument with him.
She told police that she saw him holding a gun that he then passed to Harris, who was sitting in the rear passenger seat.
According to the report, Harris then got out of the car and followed the victims before shooting at them.
Jail records show Harris is facing one count each of second-degree murder with a weapon and criminal mischief.
As of Monday afternoon, Harris was being held at the Miami-Dade County Pre-Trial Detention Center without bond.
Monds, meanwhile, was being held at the Metrowest Detention Center where his bond had yet to be set.
