Man offered to buy 4-year-old girl for $200 on South Beach, then exposed self, cops say

MIAMI BEACH, Fla. – In a series of “disturbing” interactions, a 35-year-old man went up to two women and their 4-year-old daughter Tuesday and offered to buy the young girl from them, Miami Beach police said. They said he later exposed himself to all three.

Authorities said the crime happened on South Beach.

An arrest report states that early Tuesday, Jaamal Sultan, who is homeless, went up to the women as they walked in the Art Deco Historic District and “asked them if he could buy” the young girl for $200.

Police said the women, “fearful for their daughter’s safety,” walked away. They said Sultan followed them for a time but broke off.

Later, just before 6 p.m., police said the three were walking around 14th Street and Collins Avenue and spotted Sultan again. This time, he had his penis out and was urinating, police said.

“(Sultan) then noticed the victims walking with their (4-year-old) child, turned towards them and intentionally started to further expose his genitals in a lewd and lascivious manner in front of their child,” police wrote in the report. “(He) then proceeded to rotate his penis in a circular motion, further escalating his disturbing behavior.”

Police said the women, “simultaneously outraged and fearful for their safety and that of their child,” went into a nearby Walgreens for safety.

Authorities said Sultan followed them inside and one of the women told him she called the police. The report states that Sultan then stole a case of beer and snacks.

After police put out a be-on-the-lookout notice, an officer spotted Sultan standing in the 1500 block of Washington Avenue, drinking some of the stolen beer, they said. Police said he put the beer on the ground and began walking away, but officers caught up to him and took him into custody.

Sultan, facing charges of lewd and lascivious exhibition on a child under 16, indecent exposure, petit theft and possessing an open container, was being held in the Turner Guilford Knight Correctional Center as of Wednesday afternoon.

His bond was listed as “to be set” in online jail records.
