Police: Man who terrified Miami-Dade women for months faces 23 charges

COUNTRY WALK, Fla. – Several women accused a 26-year-old Cuban migrant who works in construction of masturbating while stalking them at their homes in Miami-Dade County, police said. He was brazen. A victim reported he even knocked on her window and left his semen on the glass.

Miami-Dade detectives reported they have incriminating surveillance videos of 26-year-old Yoel Setienmartinez, also known as Yoel Antonio Setien Martinez, and his tattoos — including one of a girl with a wolf — were helpful in a case that took months to solve.

According to the Miami-Dade police arrest report, the women who identified Setien were 39 to 61 years old and residents of Miami-Dade’s Country Walk neighborhood. Some knew he targeted them repeatedly, and in one case, there were girls as young as 10 and 16 years old in the home.

One of his victims, a 58-year-old woman, reported she first spotted Setien masturbating in her backyard at about 2:45 a.m., on May 12, and she was terrified when he returned to do the same thing at about 10:35 p.m., on Sept. 7, police records show.

Another victim, a 39-year-old woman reported that Setien stood on a neighboring roof to spy on her at about 9:35 p.m., and a 61-year-old woman reported she was getting dressed when she saw Setien masturbating in her backyard at about 8:25 a.m., on Oct. 8.

On Nov. 8, a surveillance camera recorded Setien kneeling in the bushes shortly before 8:30 p.m., close to one of the homes of his prior victims. He returned on Thursday, and police officers arrested him shortly after 9:35 p.m., near Southwest 152 Street and 142 Avenue.

“It is sickening that you have to be worried about someone invading your privacy, someone that is obviously mentally ill,” said concerned neighbor Gabriel Caballero.

Investigators said after he was arrested, Setien admitted to entering several fenced backyards over the course of several months.

One of the home belonged to a woman who spoke to Local 10 about the incidents but asked not to show her face for fear he may return.

“I saw him. (He was) looking through my windows,” she said. “He has been to my house several times.”

Resident told Local 10 News’ Roy Ramos they believe their community was being targeted because the suspect didn’t live far. He lived right in the neighborhood and he was accessing their yards right on the other side of a hedge.

Records show Setien was at the Turner Guilford Knight Correctional Center on Friday facing 23 charges: 10 counts of burglary of an occupied dwelling, 10 counts of voyeurism, two counts of indecent exposure, and one count of resisting an officer without violence.
