Police said officers responded to the area after receiving a ShotSpotter alert and found the victim, Treyshawn Wright, suffering from gunshot wounds inside a black Cadillac SUV.
According to the arrest report, surveillance video shows Wright driving north on Seventh Avenue when he stops in traffic.
Police said a white Infiniti Q50S then plowed into his vehicle before fleeing the scene.

Two men were then seen getting out of the Infiniti with short-barreled rifles and shooting at the victim, authorities said.
According to the report, Brandon Christopher Brewton, of Miami, was sitting in the front passenger seat of the GMC when the shooting occurred.
Police said the GMC then followed the Infiniti to a secondary location where the Infiniti was abandoned.
