North Miami police said the incident occurred the morning of Oct. 12 at the T.J. Maxx located at 12163 Biscayne Blvd.
According to the arrest report, surveillance video shows Duchatelier walking past the victim, who was in the toy section of the store, and pinching her right breast.
He then “swiftly proceeded to exit the store, and flee the scene in a light-colored Toyota Corolla,” the arrest report states.
Police said the victim provided detectives with a sworn statement that was corroborated by the surveillance video.
Duchatelier was arrested Friday after officers spotted him in the parking lot of a Burger King on Biscayne Boulevard.
Police said he was driving a car that matched the description of the one spotted outside the T.J. Maxx. He was also wearing the same flip flops and skully cap as pictured in the surveillance video, authorities said.
According to the arrest report, Duchatelier initially denied all allegations against him, but then claimed “he did not remember anything.”
Police said he then made an additional remark, which was redacted from the publicly released report, but “still denied pinching the victim’s breast.”
As of Monday afternoon, Duchatelier was being held at the Metrowest Detention Center on a $30,000 bond.
