FHP: 1 passenger died after jumping into Biscayne Bay

MIAMI – Local 10 News has obtained dashcam footage that captured a high-speed chase over the weekend on Interstate 95 in Miami-Dade County.

Florida Highway Patrol troopers confirmed the driver, Andrew Jesus Martinez, 20, of Hollywood, Florida, was arrested at 3:19 a.m. Saturday on charges of fleeing and eluding a marked police vehicle, resisting an officer without violence, reckless driving and driving without a valid license.

According to an arrest report, shortly after 2 a.m., a trooper spotted a white Mercedes-Benz that Martinez was driving, heading south on I-95 near Northwest 119th Street.

Troopers said the vehicle was overtaking other cars at a high rate of speed, “aggressively changing lanes, following too closely, and almost causing a collision.”

According to the report, the trooper followed the Mercedes for about a half mile, at which time it was traveling 102 mph in a 55 mph zone.

Authorities said the trooper activated his emergency lights and sirens, but Martinez fled, changing lanes from the far left lane to the far right lane, nearly causing another crash.

Troopers said he then exited onto Northwest 95th Street, re-entered the highway, exited at Northwest 62nd Street, ran a red light and then continued heading south on I-95.

According to the report, Martinez eventually hopped onto the eastbound lanes of I-195 toward North Miami Avenue, topping speeds of 130 mph.

While negotiating a curve, he lost control of the car and crashed into a tree and ditch, authorities said.

Noon report:

Troopers said Martinez and three passengers then jumped out of the car and ran off.

Two passengers were apprehended immediately, but Martinez and a third passenger jumped into Biscayne Bay, authorities said.

Troopers said Martinez eventually surrendered, but the passenger who jumped into the water was not immediately found.

FHP LT. Alex Camacho confirmed that the passenger was found dead in the water around 9:40 a.m. Sunday near West 47th Street and Meridian Avenue.

He has since been identified as 20-year-old Tony Billie Jr.

According to the arrest report, Martinez admitted to being behind the wheel of the car during the chase.

As of Tuesday morning, he was no longer appearing in the online jail database.
