MIAMI-DADE COUNTY, Fla. – A man was arrested over the weekend at PortMiami after he grabbed a 17-year-old male’s penis while they were out at sea onboard the MSC Seascape cruise ship, authorities said.
According to an arrest report, Yorkiss Yazbek Montalvo Ramos, 35, of Reynosa, Mexico, was arrested Saturday on a charge of lewd and lascivious touching of a minor.

Miami-Dade police said the incident happened at about 3 a.m. Friday as the cruise ship was in international waters.
According to the report, the teen told police that he saw Montalvo Ramos on the ship before the suspect gave him a fist bump and asked where he was headed to.
The teen told police that he told Montalvo Ramos that he was going to the restroom and the suspect followed him.
According to the report, the teen began urinating in an open stall and Montalvo Ramos then started urinating in the stall next to him.
The report states that the teen told police that Montalvo Ramos “looked over the stall at his exposed penis and used hand gestures to indicate that he had been drinking.”
Montalvo Ramos then made hand gestures indicating that he would perform oral sex on the victim, authorities said.
According to the report, Montalvo Ramos then grabbed the victim’s penis and began to stroke it.
The victim told police that he told Montalvo Ramos “not to do that” because he “was not gay,” and then pushed the suspect’s hand away and ran out of the bathroom.
Police said Montalvo Ramos admitted to using the urinal next to the teen, and claimed that the teen had taken a step back from the urinal while his penis was exposed and made a comment about his own penis being small.
Montalvo Ramos denied touching the victim’s penis, authorities said.
According to the report, surveillance video shows both the suspect and victim entering the restroom before the victim runs out.
As of Monday afternoon, Montalvo Ramos was being held at the Turner Guilford Knight Correctional Center on an immigration hold.
