Miami-Dade detectives reported their findings connected Arrington, now 24, to a man’s 2020 murder in southern Miami-Dade.

“The cell site data records recovered revealed that Mr. Arrington was at the scene during the time the victim was shot and killed,” Detective Melanie Ginoris wrote in her recent request for an arrest warrant.

Detectives reported John Bullard was shot in the chest during a home invasion at about 2:30 a.m., on Sept. 5, 2020, at 14741 Harrison St., in Richmond Heights. He was 44.

“Homicide investigators interviewed the 911 caller who advised that he arrived at the residence to purchase narcotics,” Ginoris, a Miami-Dade homicide detective since 2021, wrote in the arrest warrant.

Records show Luz “Lucy” Ozuna, who told investigators on Sept. 18, 2020, that she was at the crime scene during the shooting.

The evidence in the case also included communication through the TextNow app between Ozuna and Arrington, records show.

After Ginoris’s request, Miami-Dade Circuit Judge Laura María González-Marqués issued warrants for the arrests of Ozuna and Arrington.

Police officers arrested Ozuna Tuesday in Florida City; and Arrington at 8:30 p.m., on Wednesday, near Southwest 254 Street and 135 Court, in Miami-Dade’s Princeton area.

Miami-Dade correctional officers booked Arrington shortly after 1:40 a.m., on Thursday, at the Turner Guilford Knight Correctional Center.

Arrington and Ozuma were both facing charges of first-degree murder, conspiracy to commit armed home invasion robbery, and armed home invasion.

Detectives asked anyone with information about this or other cases to call Miami-Dade County Crime Stoppers at 305-471-8477.
