MIAMI – Detectives noticed two men wearing ski masks, gloves, and a hooded sweatshirt on a hot sunny day in Florida City and suspected they were getting ready to commit a robbery.

A detective reported starting to follow the stolen silver Honda CRV on Wednesday when they were near Southwest 344 Street and 177 Avenue. There was a pursuit.

It ended in the area of State Road 826 near Northwest 47 Avenue in the Glenvar Heights neighborhood.

Miami-Dade detectives later reported the Honda CRV had been stolen on May 24 in Opa-locka, and the suspects arrested were Edward L. Payne, the driver, and Ichemith Joseph, the passenger.

Records show Payne, 29, was at the Turner Guilford Knight Correctional Center on Thursday near Doral facing five charges on the new case after the chase and two charges on warrant cases.

Payne appeared in court facing charges of battery against a police officer, grand theft auto, fleeing and eluding a police officer at high speed, resisting arrest, and loitering or prowling. The warrant cases are for driving with a suspended license and leaving the scene of an accident.

Joseph, 22, had been arrested earlier this year for possession of a controlled substance, but the case was dropped. On Thursday, he faced two misdemeanor charges of loitering or prowling and trespassing of an occupied structure.

Miami-Dade County Circuit Judge Christine Hernandez was set to preside over Payne’s case and Judge Lizzet Martinez over Joseph’s case.
