Felon known as ‘Chico’ shoots scooter repairman in Miami Gardens, police say

MIAMI GARDENS, Fla. – A “dispute over an electric scooter” led a Miami Gardens man to open fire and wound another man outside of a shopping center in the city, according to police.

Ruben Pastor-Perrone is facing charges of attempted murder and felon in possession of a firearm following his arrest Sunday.

The arrest adds to the 32-year-old’s sordid criminal history: According to the Florida Department of Corrections, he’s been in state custody three separate times after convictions in Miami-Dade and Volusia counties for robbery, battery on a person over 65, plus gun and marijuana charges.

In the latest incident, police said Pastor-Perrone shot the victim in the hand outside of a strip mall at 19914 NW Second Ave. just before 3 p.m. on May 13.

Police said medics were already treating the man when officers arrived. The victim regularly “hangs out” in the parking lot and repairs scooters, an arrest report states.

He told officers that a man he knows as “Chico” shot him and provided a description, police said. According to FDOC, Pastor-Perrone is also known by the street name of “Pacman.”

Police said an “angry” Pastor-Perrone pulled up in a scooter, confronted the victim, opened fire, then fled.

Authorities said they were able to identify him through a law enforcement database.

On Tuesday, police said the victim was able to lead detectives to where Pastor-Perrone lives. He told investigators that the assailant is a member of the Latin Kings gang.

Authorities were able to locate Pastor-Perrone on Sunday after following his mother from the apartment, police said. They took him to the Turner Guilford Knight Correctional Center.

His bond was listed as “to be set” in Miami-Dade jail records.
