MIAMI – In an arrest report released on Monday, a Florida Highway Patrol trooper described a recent bi-county Interstate 95 chase involving a woman in a silver BMW who crashed after a trooper used an immobilization technique to stop her.
The trooper reported Jacqueline Marie Maxson was speeding northbound on the I-95 Express Lanes “left paved shoulder” at about 4:50 p.m., on Friday, in Miami-Dade County, and was arrested after she collided with three cars in Broward County.

“Fire rescue arrived on scene at approximately 5:20 p.m., and cleared everyone involved in the vehicle crashes,” Trooper D. Rosario wrote.
Rosario reported first noticing Maxson, 34, of Sunrise, in the area of Northwest 95 Street “weaving through lanes” while risking the lives of other drivers.
“I activated my emergency equipment to attempt a traffic stop,” Rosario wrote.
Rosario reported using a loudspeaker to order Maxson to pull over, and the pursuit started when she ignored the commands to stop — while she was speeding “and aggressively changing lanes.”
Rosario reported notifying the FHP Miami Regional Communication Center before a second FHP trooper joined the chase at Northwest 151 Street.
Four other FHP troopers joined the pursuit at Miami Gardens Drive, according to Rosario.
“We continued north in the express lanes entering Broward County while the driver continued to weave in and out of traffic at a high rate of speed,” Rosario wrote about Maxson.
An FHP trooper used a maneuver to force the fleeing BMW to abruptly turn 180 degrees and stop, but when Maxson lost control, the BWM collided with three other cars, according to Rosario.
Two troopers and Rosario rushed to the BMW, one opened the driver’s side door and ordered Maxson to get out of the car, but she “started to resist,” so a trooper “physically removed” her and arrested her, according to Rosario’s arrest report.
Maxson was wearing a green anti-suicide smock when she appeared before Miami-Dade County Circuit Judge Carmen Cabarga on Saturday during bond court.
Maxson was facing charges of reckless driving, fleeing and eluding police, and resisting an officer without violence. Cabarga set her bond at $8,150.
Records show she remained at the Turner Guilford Knight Correctional Center on Monday morning. Miami-Dade County Circuit Judge Michelle Ashby Delancy was set to preside over the case. Maxson’s arraignment hearing is at 9 a.m., on April 29.
