KEY BISCAYNE, Fla. – Key Biscayne officials plan to hold an emergency meeting to discuss a ban on e-bikes and scooters in the village after police said a 12-year-old boy on an e-bike collided with a 66-year-old cyclist, killing her Wednesday night.
Miami-Dade police are investigating the fatal crash, which happened just after 7 p.m. at the intersection of Hampton Lane and Woodcrest Road. The agency took over the case from Key Biscayne police.

Detective Argemis Colome, a spokesperson for the Miami-Dade Police Department, said the boy was riding north while the woman was riding south and both collided in the middle of the roadway, causing them to fall. Key Biscayne Fire Rescue crews took the woman to Jackson Memorial Hospital’s Ryder Trauma Center, where she was pronounced dead.
Colome said the boy, who “sustained minor scratches and bruises,” was wearing a helmet, while the woman was not.
Police didn’t identify the 66-year-old in an email to Local 10 News, but news outlet Key Biscayne Independent, citing several village council members, identified her as Megan Andrews.
Key Biscayne Mayor Joe Rasco, in a video posted to Facebook Thursday, described her as a “beloved, longtime Key Biscayne resident” as he called for emergency meeting to be held Friday seeking an e-bike and scooter ban “effective immediately.”
Rasco said the community was “heartbroken” by her death.
“This is a time for all residents to come together as a community as we grieve this terrible loss,” he said.
Colome said MDPD’s crash investigation was ongoing as of Thursday afternoon.
