According to Florida Highway Patrol Lt. Yanko Reyes, one of the cars was heading south on the exit ramp to Hollywood from I-95 when Lowery lost control of his vehicle, struck a concrete apex, and then collided with a car at the intersection.
The second car rolled over and came to a final rest under the I-95 overpass.
A Local 10 News crew was at the scene at 6 a.m. that day as the car was on its side and the car that caused the collision was pressed up against a pole. An FHP report stated that inside the second vehicle was a 62-year-old man and his 64-year-old passenger.
The man and woman were taken to Memorial Regional Hospital, where they both died.
According to the report, Lowery failed to stop at the red light and sped through the intersection.
While at Memorial Regional Hospital, Lowery was treated for his injuries and blood/urine samples were taken.
Police said Lowery had a blood-alcohol level of .202 percent and he also tested positive for chemical/and or controlled substances, including cannabis.
The judge granted a motion for pre-trial detention and Lowery is being held without bond.
