The inspection, conducted Tuesday by the Florida Department of Agriculture and Consumer Services (FDACS), resulted in a mandatory re-inspection.

The follow-up focused inspection was conducted based on previous findings. The stop-use order (ON THE BAKERY) issued on Feb. 25 remains in effect. The food establishment has been informed that the stop-use order will continue until corrections have been made and verified by the Food Safety Inspector.

One of the most serious violations noted during the inspection was the presence of live roaches crawling behind and beneath the large bakery oven near a metal pipe. This discovery led to an immediate Stop-Use Order for all open food processing and handling in the bakery. All food-related equipment and utensils in the affected area, including ovens, proofers, and bread slicers, were deemed unsanitary until proper cleaning and pest control measures are implemented.

If the problem persists, further administrative action, including suspension of the store’s food permit, may be enforced.

Inspectors also discovered a tube of diaper rash cream (butt paste) stored inside a sandwich prep unit, in the deli, raising serious concerns about contamination and improper storage of non-food items in food preparation areas.

Beyond the roach infestation, inspectors documented a range of violations that pose potential foodborne illness.

Numerous food items were stored at improper temperatures. Shrimp, mahi fillets and tilapia in the seafood department were measured above the safe threshold, leading to a Stop-Sale Order. Hot items in the deli, such as fried chicken, chicken nuggets, and buffalo wings were also found at unsafe temperatures.

There were also cross contamination issues. Raw shell eggs were stored above bananas in the dairy cooler, and raw chicken was found above raw pork shoulders in the bakery/deli walk-in cooler. These storage issues significantly increase the risk of foodborne pathogens spreading.

Inspectors also found old food residue encrusted on a slicer blade and a knife in the produce section, indicating inadequate cleaning procedures.

The seafood department lacked paper towels at a designated handwashing sink, an essential requirement for food safety compliance.

Several open packages of deli meats had exceeded the seven-day limit for consumption and were voluntarily discarded.

This Winn-Dixie location must implement corrective actions to address these violations before the upcoming re-inspection. The store is required to develop a pest management control program and ensure proper food storage, temperature control, and sanitation procedures are followed. Failure to comply may lead to further penalties, including the suspension of its food permit.
