MIAMI ā The Miami-Dade County school board on Wednesday unanimously endorsed a plan to provide after-school programs in a comprehensive way.Ā
The plan, known as the "envelopes of safety," originated earlier this year after Frances S. Tucker Elementary School was riddled with bullets and a student was nearly hit.

Commissioner Xavier L. Suarez presented the plan while also announcing support of a legislative initiative, Item H-6, that would provide staffing for many of the instructional programs.Ā
The initiative would require Florida Bright Future Scholars to do clinical training in the school system in order to provide science, technology, engineering, mathematics and arts instruction.Ā All school board members expressed unequivocal support for the initiative.Ā
School board Chairman Dr. Larry Feldman allowed presentations by four speakers:Ā Miami Commissioner Francis X. Suarez; well-known community activist and musician Luther Campbell; Children's Trust community neighborhood services Officer Donovan Lee-Sin; and Miami-Dade County Commissioner Xavier L. Suarez.
"Triumph happens when people of goodwill get together," Miami-Dade County Public Schools Superintendent Alberto Carvalho said. "I hope this candle is the first to be lit to save the lives of our kids."
