Miami-Dade police said officers responded to Bite Me Bait Shop, located at 24655 SW 112 Ave., after receiving a shooting call just after 8 p.m.
Investigators met with the victim who told police he was sitting at a work table waiting for his items when Williams walked past him, bumped into him and began yelling at him.
Police said the victim attempted to record the interaction with his cellphone, but the situation escalated, leading to a fight.
The report states that the victim found Williams outside through the rear exit of the bait shop, where Williams pulled out a gun and began shooting toward him.
An employee of the business corroborated the victim’s statement, telling police that Williams took out his gun outside the business and started firing, according to investigators.
A second employee confirmed the altercation and attempted to separate the parties before eventually fleeing inside the business after learning that Williams had a gun, police said.
Detectives said surveillance video supported the statements provided by the victim and store employees.
Police said they later apprehended Williams at his residence, where he surrendered a Glock 19 handgun.
Authorities confirmed that Williams provided a statement after being interviewed by detectives. However, details of the statement were not disclosed in his arrest report.
