MIAMI-DADE COUNTY, Fla. – An overturned tractor-trailer on the Palmetto Expressway blocked the off-ramp to Interstate 95 on Wednesday morning.
The crash caused a traffic mess as crews worked to get the tractor-trailer in an upright position.
