Herrin said Colston had been in the sick bay for most of the time he was in jail because of medical conditions that he suffered prior to his arrest.
Colston was arrested June 5 by the Florida Highway Patrol on a charge of driving with a suspended license, third or subsequent offense.
The Florida Department of Law Enforcement is investigating Colston's death.
