Moss first gained the detectives' attention when he illegally parked his white Mazda in a handicapped spot.

After Moss and the child went into the store, they returned to the vehicle where a man, identified as Robert Ippolito, 58, entered the car and sat in the passenger's seat.

The detectives observed Moss and Ippolito making a hand-to-hand narcotics transaction involving several baggies of a light tan powdery substance.

When detectives approached the car, Moss opened his door and fled the scene, leaving the 3-year-old child behind in the vehicle.

Moss was apprehended a short distance away from the parking lot, while Ippolito admitted to buying $80 of heroin.

The child's mother was notified and the toddler was released into her custody.

Moss was charged with delivery of heroin, resisting arrest without violence, possession of cannabis and cited for parking in a handicapped zone.

He was also charged with child neglect for knowingly endangering a 3-year-old child by conducting the drug transaction in the presence of a child.

Ippolito was booked on possession of heroin and child neglect.
